Measuring the Fiscal Performance of Canada’s Premiers, 2026
- This report assesses the relative fiscal performance of Canadian premiers (seven current and three former) based on government spending, taxes, and debt and deficits up to fiscal year 2024/25.
- Overall, the premiers ranked (of 10) and scored (of 100), as follows:
- 1st Danielle Smith, AB (75.6)
- 2nd Doug Ford, ON (64.5)
- 3rd Blaine Higgs*, NB (63.8)
- 4th Scott Moe, SK (60.3)
- 5th François Legault, QC (56.3)
- 6th Dennis King*, PE (55.1)
- 7th Tim Houston, NS (54.9)
- 8th David Eby, BC (47.9)
- 9th Andrew Furey*, NL (43.5)
- 10th Wab Kinew, MB (31.1)
* indicates former premier
- In regards to government spending, Premier Ford ranked highest (with a score of 83.2) ahead of Eby (80.8) and Moe (69.6). Meanwhile, four premiers failed to achieve a score above 50: Smith (47.5), Houston (46.4), Legault (41.5), and Kinew (10.9).
- For taxes, Premier Smith led the pack by some margin (with a score of 79.4). Meanwhile, all four Atlantic premiers scored the lowest: Higgs (47.4), Furey (39.0), Houston (36.3), and King (34.6).
- On debt and deficits, Premier Smith again ranked highest (scoring 100.0) followed by Premier Higgs (88.5). However, three premiers failed to achieve a score above 50: Furey (23.8), Kinew (20.3), and Eby (0.0).
