Iran says it has put a concrete proposal before Washington that could reopen the Strait of Hormuz within seven days, a potential diplomatic breakthrough with major consequences for global oil markets and for Canadian crude producers that have benefited from the scramble for supplies outside the Middle East.

Iranian Foreign Minister Abbas Araqchi said Friday that Tehran has presented the United States with a seven-day roadmap aimed at reopening the strategically vital waterway and moving toward negotiations.

“The choice now rests with the United States,” Araqchi told reporters at the United Nations, according to Reuters. Iran has said it could restore normal maritime traffic within a week if Washington agrees to conditions including reduced U.S. military pressure and an easing of restrictions on Iranian ports.

The stakes are enormous. Roughly one-fifth of the world’s oil supply normally passes through the Strait of Hormuz, making it one of the most important energy chokepoints on the planet. Traffic has fallen dramatically during the conflict. Reuters reported this week that only two commodity vessels crossed the strait on one recent day, compared with about 125 large commercial vessels per day before the conflict intensified.

For Canada, however, the disruption continues to highlight something increasingly important: Canadian oil represents a secure alternative supply source that does not depend on Hormuz.

Middle East supply disruptions have forced Asian refiners to look farther afield for crude. Reuters reported this month that Chinese independent refiners have been purchasing additional barrels from Canada, West Africa and South America as supplies from Iran and other traditional sources became harder to obtain.

Canadian heavy crude shipped through the Trans Mountain pipeline to the Pacific Coast has been among the alternatives attracting increased attention from Asian buyers.

That gives Canada an important strategic advantage.

The expanded Trans Mountain system provides Western Canadian producers with approximately 890,000 barrels per day of pipeline capacity to the Pacific Coast, giving Canadian crude direct access to international markets rather than relying almost entirely on the United States.

The Hormuz crisis demonstrates why that market diversification matters.

When Middle Eastern supply routes become unreliable, Canadian barrels can provide refiners in countries such as China, Japan and South Korea with another source of politically stable, long-life oil production.

A reopening of Hormuz would likely reduce some of the extraordinary price premium created by geopolitical risk. Brent recently moved above US$100 per barrel as Middle East disruptions removed significant volumes from the global market.

But even if Araqchi’s seven-day proposal succeeds, the episode could leave a longer-lasting impact on global energy strategy.

Asian refiners have been reminded of the risks associated with depending heavily on Middle Eastern shipping routes. Canada, meanwhile, has demonstrated that its Pacific Coast can serve as another major source of supply.

For Canadian producers, the message from the Hormuz crisis will extend far beyond today’s oil price.

The more uncertain global energy supply becomes, the greater the strategic value of having Canadian oil connected directly to world markets.
