Kermit Dahl spends a lot of time thinking about the days when the power grid has zero margin for error.

For the mayor of Campbell River, the Island Generation facility is far more than an industrial site—it’s an insurance policy for homes, businesses, and critical services across Vancouver Island.

On August 5, 2026 BC Hydro announced its acquisition of the 275-megawatt (MW) natural-gas-fired power plant. While the facility has supplied electricity to the Crown utility under contract since 2002, it rarely runs—averaging just 15 days of operation annually over the last five years.

Island Generation was built specifically for the hardest days.

Reliability Lives in the Margins

Electricity systems must solve two distinct problems:

  1. Generating enough total energy across the entire year.
  2. Delivering maximum power during the single most difficult hour.

When severe cold snaps or unexpected system failures strike, heating, health care, and local commerce can’t stall. As BC Hydro president and CEO Charlotte Mitha emphasized, the utility must provide “reliable, affordable electricity every day of the year.”

Island Generation acts as a tactical reserve. By stepping in when demand surges, it allows other resources to carry the everyday load. Ultimately, a power grid is judged by its performance during the exact moment everyone needs it at once.

British Columbia’s appetite for power is accelerating:

  • 50% increase in total electricity use forecasted by 2050 (per BC Hydro’s Powering Growth plan).
  • 44% rise in peak demand expected over the same period.

This surge is driven by population growth, rapid electrification, and expanding industrial development. For major investors, guaranteed power is a prerequisite before construction even begins and isn’t just a perk.

Acknowledging this shift, Energy and Climate Solutions Minister Adrian Dix noted that B.C.’s economy is growing and “communities are expanding.” Securing Island Generation preserves vital capacity while the province expands long-term infrastructure. Reliability isn’t just an engineering metric; it directly supports local jobs, tax revenue, and community growth.

A Practical Bridge

B.C. already boasts one of the cleanest power systems in North America, with roughly 98% of BC Hydro’s energy originating from renewable sources. However, a clean grid must also remain dependable.

While wind, solar, battery storage, and hydroelectric upgrades expand, BC Hydro’s strategy follows three core pillars: Conserve, Optimize, and Build.

  • Conserve: The Power Smart 2.0 program aims to save 800 MW of capacity by 2030.
  • Optimize: Upgrades across the hydroelectric fleet are expected to add over 1,000 MW.
  • Build: Strengthening transmission lines and developing new renewable supply.

Within this framework, Island Generation serves as a vital bridge between today’s immediate needs and tomorrow’s long-term projects. Though natural-gas-fired, its infrequent operation provides what Mayor Dahl calls “practical, dependable capacity.” It’s not the entire energy strategy—it’s one vital layer in a multi-faceted system.

What Campbell River Gains

Beyond regional grid stability, the acquisition delivers direct local impact:

  • The facility supports 15 full-time jobs and reinforces confidence among major employers considering investments on Vancouver Island.
  • While the provincial release didn’t disclose the purchase price, operating costs, or closing date, public ownership brings a responsibility to show the numbers clearly and align the plant with regional planning.

The clean energy transition is built on systems that work when the weather turns severe. In Campbell River, one critical piece of that resilient future is already standing.
